Why a Dissolution Study?

Located in Orleans County, the Towns of Ridgeway and Shelby each incorporate a portion of the Village of Medina. In 2010, the 3 municipalities successfully applied for NYS Local Government Efficiency grants to assess viable options for streamlining their governments. After many months of work, the Committee delivered its final report to the Village and Town Boards at a joint board meeting on May 31, 2011. While many options were discussed, the issue of village dissolution was never put forward to voters for consideration. That report has spurred new village and town shared service conversations resulting in some new cost saving ideas for the community. However, many people still believe that Medina may be forced to consolidate or dissolve by virtue of the economy and struggling tax base. In order to be prepared for that possibility, Village leaders received another state grant to develop a dissolution plan so that residents could be fully informed of the potential impact dissolution would have should it come to an official vote.
